The water won’t drain well when you install turf on a perfect flat concrete surface. Water will drain sideways if your concrete surface have a slope, if not, you might consider using some drain board underneath your turf to create room for water to flow. In certain cases as that the area is small as you mentioned “rug”, your turf will drain just as well as the concrete surface itself. I put mine over concrete too and water drains fine as long as the base has some slight slope. I also poked extra holes in the backing just to help it drain faster.

I did a similar install over concrete and had to make sure there was a good drain layer underneath. Cutting small channels in the concrete helped a lot.
