The water won’t drain well when you install turf on a perfect flat concrete surface. Water will drain sideways if your concrete surface have a slope, if not, you might consider using some drain board underneath your turf to create room for water to flow. In certain cases as that the area is small as you mentioned “rug”, your turf will drain just as well as the concrete surface itself.
