Your artificial grass won’t mind of water and generally it is not necessary to make the turf installation including the edges water proof. If I understand your question correctly, you can definitely finish off the turf edges with concrete. It is quite often to have turf edges right next to concrete driveway or pavements, and again people never need to worry about water proof with such installations.
