Yup, PayPal can be super strict. I ran into this too and found that Grizzly SMS actually works with PayPal verifications. You pick the US as the country, choose PayPal from the list, and they give you a number you can use right away. It’s not for calling or chatting — strictly for receiving verification codes. Same situation last month - PayPal wouldn’t accept Google Voice either. I didn’t want to use my real number or pay for a virtual SIM. Found https://sms-verification-number.com/en/ while searching for alternatives. No registration, picked a US number right in the browser. The SMS came through in about 90 seconds. Used it once and walked away. Didn’t have to install anything.
