Well, it all depends how clean you would like to keep your artificial grass. Most of the time, under normal weather and usage, artificial grass doesn't get dirty that easy, or at least not from visual and practical standpoint. We have customers with their artificial lawns installed years ago and never need to rinse or clean, all they have been doing is to pick up, or broom off or blow off any leaves or debris on the turf surface. I understand that certain people would prefer their lawn to be as clean as possible, and to rinse it off from time to time definitely can achieve that, but there is really no recommendations of how often such practice should be done though, again, just do so at your wish.
